UC systemwide tuition for California residents was $13,752 for the 2023-2024 academic year. Non-residents paid $46,326 including Nonresident Supplemental Tuition. Campus-based fees averaged $1,628 across UC.

What changed in 2023-2024

Cohort tuition: only the incoming class pays more

By 2023-24 UC no longer had a single undergraduate tuition rate. Under the Tuition Stability Plan the Regents approved on July 22, 2021, effective fall 2022, tuition is set once for each entering class and then held flat for that cohort for up to six years. So this year's increase applied only to new students.

UC's official schedule lists three tiers. Students first enrolled in 2023-24 paid $12,522 in tuition, a $1,230 Student Services Fee and, if nonresident, $32,574 in supplemental tuition. The 2022-23 cohort still paid $11,928, $1,176 and $31,026. And cohorts first enrolled in 2021-22 or earlier still paid $11,442, $1,128 and $29,754 — the same rates set back in 2017-18.

The entering class therefore paid $594 more tuition, about 5 percent, than the class one year ahead of it, and entering nonresidents paid $1,548 more. A continuing student saw no increase at all. Blended across cohorts, average resident charges rose 4.95 percent.

Comparing tuition across decades only works once inflation is stripped out. Adjusted with the U.S. Bureau of Labor Statistics Consumer Price Index, the $13,752 a California resident paid in 2023-2024 is equivalent to $14,530 in 2025 dollars. Non-resident tuition of $46,326 works out to $48,947 in 2025 dollars.

Inflation adjustment uses CPI-U annual average, U.S. city average, all items (1982-84=100). The 2025 annual average is computed from eleven months because the October 2025 index was never collected during the federal funding lapse.

What does that mean? UCLA tuition worked out to roughly $51/day of instruction, or $917/class (assuming 15 classes per year).

At California's $15.50/hr minimum wage back then, covering tuition alone would take 887 hours of work (~22 full-time weeks) — before housing and food.
