What changed in 2022-2023

The first cohort year: one campus, two tuitions

This is the year UCLA stopped having a single undergraduate tuition. Under the Tuition Stability Plan, students entering in fall 2022 paid $11,928 in tuition plus a $1,176 Student Services Fee — $13,104 in mandatory charges — while everyone already enrolled stayed at the $11,442 rate set back in 2017-18. Two students in the same lecture hall, one year apart, now paid different amounts for the same course, and would keep doing so until graduation.

For incoming nonresidents, supplemental tuition rose to $31,026. Continuing nonresidents kept paying $29,754.

The year's most visible conflict was not about tuition at all. Roughly 48,000 UC academic workers struck from November 14 to December 23, 2022 in the largest US strike since 2019, with picket lines across UCLA. Undergraduate reaction reported at the time centred on disrupted classes and missing grades rather than on cost, and neither UC nor independent coverage tied the resulting contracts to a tuition increase.

Adjusted with the U.S. Bureau of Labor Statistics Consumer Price Index, the $13,104 a California resident paid in 2022-2023 is equivalent to $14,415 in 2025 dollars. Non-resident tuition of $44,130 works out to $48,546 in 2025 dollars.

Inflation adjustment uses CPI-U annual average, U.S. city average, all items (1982-84=100). The 2025 annual average is computed from eleven months because the October 2025 index was never collected during the federal funding lapse.

What does that mean? UCLA tuition worked out to roughly $49/day of instruction, or $874/class (assuming 15 classes per year).

At California's $15.00/hr minimum wage back then, covering tuition alone would take 874 hours of work (~22 full-time weeks) — before housing and food.
