What changed in 2024-2025

Regents hit new nonresidents with a 9.9% increase

For the entering class, tuition rose to $13,146 plus a $1,290 Student Services Fee, giving mandatory charges of $14,436. Continuing cohorts kept their own locked rates, so the increase reached only new students.

The bigger move landed on nonresidents. In November 2024 the Regents approved a $3,402 increase in Nonresident Supplemental Tuition — about 9.9 percent — taking it to $37,602 for nonresidents first enrolling in 2025-26. It was by far the largest such jump in years; the previous increase had been $762. UC was facing a budget gap it put at more than $500 million.

UCLA students objected at the Regents' public comment session. USAC's external vice president said students "are already struggling to have our basic needs met," and a third-year student warned the increase would "make the UC system inaccessible to international students and out-of-state students." One regent voted no and two abstained. Average campus-based fees across UC reached $1,726.

Adjusted with the U.S. Bureau of Labor Statistics Consumer Price Index, the $14,436 a California resident paid in 2024-2025 is equivalent to $14,816 in 2025 dollars. Non-resident tuition of $48,636 works out to $49,916 in 2025 dollars.

Inflation adjustment uses CPI-U annual average, U.S. city average, all items (1982-84=100). The 2025 annual average is computed from eleven months because the October 2025 index was never collected during the federal funding lapse.

What does that mean? UCLA tuition worked out to roughly $53/day of instruction, or $962/class (assuming 15 classes per year).

At California's $16.00/hr minimum wage back then, covering tuition alone would take 902 hours of work (~23 full-time weeks) — before housing and food.
